Azerbaijan Mine Victims Association
By financial support of the US Department of State, Office of Military-Political Bureau of Weapon Removal and Abatement, IEPF implemented the Project “Establishing of Mine Victims Association in the Fuzuli district of Azerbaijan” from May 2006 to May 2007. In the result of this pilot project with the initiative of IEPF the Azerbaijan Mine Victims Association (AMVA) was established and in May 2007, the AMVA has officially been registered with the appropriate authority in Azerbaijan.
AMVA’s strategic aims consist of uniting of mine victims of Azerbaijan and their families within a single body; ensuring their protection by the law of the land; strengthening their socio-economical, medical and psychological rehabilitation; to involve the mine victims to civil society building by the increasing their knowledge and abilities; raising the level of association members towards acquiring professional skills; improving their abilities in various other identified spheres; also investigating the problems faced by mine victims and their families in diverse areas is a priority directions of AMVA.
The association collaborates with various local and international organizations.
AMVA has structural departments dealing in different spheres. They are the followings:
- Education and Enlightenment Department
- Law Department
- Department on Socio–Economical Issues
- Public Relations Department
AMVA as a registered body has the right to establish branches and representation in the territory of Azerbaijan also abroad. Decision on establishment of branches and representations is made by its executive board.
AMVA’s branches can also establish in the remote areas of the organization location and can carry out the similar activities as stipulated by the general AMVA activity directions.
Presently, the Association has regional branches in Terter, Fuzuli and Aghstafa districts.

Statistical Information by IEPF on investigation of mine problems in Azerbaijan
IEPF joined the struggle against mine problems in Azerbaijan program in 2000. IEPF implemented the projects “Level One Landmine Survey” (September 2000 – August 2001) with financial aid of UN Development Program and in close cooperation with ANAMA; “The Azerbaijan Landmine Impact Survey” (September 2002 – June 2003) in collaboration with the Survey Action Centre of USA, ANAMA and by the financial support of European Council; “Investigation of problems of mine victims in Azerbaijan” by financial support of European Commission and in collaboration with ANAMA. IEPF is continuing to implement the projects on mine problems.
Through the various projects, the following results have been achieved:
- Azerbaijan mine problems was accorded as a serious issue – at the beginning of 1990
- Identified regions covered with mines and unexploded ordinances – Fuzuli, Beyleqan, Aghjabedi, Aghdam, Terter, Goranboy, Khanlar, Gedebey, Tovuz , Aghstafa, Qazakh
- Dangerous mapped out territory area – 280.000.000 sq.m
- Total number of mine victims – 2331 person
- Mine victims identified as dead – 359 person
