The International Eurasia Press Fund (IEPF) is an independent non-governmental organization that was established by journalists, intelligence and people diplomats from different countries. The Fund was registered at the Ministry of Justice of the Azerbaijan Republic in 1992.

The Foundation regularly collaborates with such organizations as the UNDP, UNHCR, the US State Department, the European Commission, NATO, the Survey Action Center (USA), and the International Peace Bureau, Embassy of Italy, Embassy of Japan, the International Press Institute, Journalists without Borders, the Azerbaijan National Agency for Mine Action (ANAMA).

The Foundation is the member of International Peace Bureau and it is one of the founders of Confederation of the Azerbaijan Journalists, and the Forum of the Azerbaijan Non-Governmental Organizations. .

In general the International Eurasia Press Fund has different fields of activity, but mainly it works in three directions: Media and Civil Society Development, Peacemaking Actions and Conflictology, Refugees/IDPs problems and Community Development.

During the passed years the activity of the Foundation was successful in all directions.

The IEPF has its regional offices in Ganja, in Horadis settlement of Fuzili district and in Imishli district.

The peacemaking actions – separate components of mine clearance projects on liberated and war-affected territories of Azerbaijan and on community development – are carried in Ganja and Horadis regional offices. Only during the implementation of a last project – the Azerbaijan Landmine Impact Survey – in cooperation with the Survey Action Centre, USA and by the financial support of EC, surveys were conducted in more than 700 communities and more than 100 thousands of elimination of poverty and development of community fields.

One of the main directions of the IEPF is mass media and development of civil society, and the Fund is successful in this field, it arranges different meetings with the leading mass media structures and with the representatives of mass media means. As the mass media has great role in formation of civil society development and in establishment of a legal, democratic government the Fund always keeps on this point focus of its attention. To keep the media aside from the politicization, to achieve the just and neutral treatment of the processes, to provide the collaboration of mass media representatives in settling the Garabagh problem and to ensure the international journalist support are the main aims of the IEPF. To gain these aims the IEPF realized several conferences, round-tables and meetings.

By financial support of the DRC, the IEPF began to execute the project “Multifunctional Inforterminal of the NGO’s in the Caucasus Region” in August 2001 and it was completed in March 2003. During the implementation a very large information set on Caucasus region- CRINGO was formed, exchange of information among the NGOs of Azerbaijan, Armenia and Georgia was established, effective works were jointly done in finding the ways of settling the refugees /IDPs, and the migration problems. The IEPF published several brochures and booklets. So, the book “Handbook for Journalists” by the Journalists without Borders, chapters from the book “Journalists on dangerous assignments” by the International Press Institute were translated, printed and distributed among the mass-media structures, high educational journalist departments. Besides, the Fund published the book “NATO and the Caucasus Regional Security” in English and Russian languages on the materials of the Conference held jointly with NATO in Baku in 2002. “Handbook for Journalists from Central and Eastern Europe” was translated from Russian into Azerbaijan and was prepared for printing under the name “If you want to be a journalist…» The Azerbaijan Laws on “ Mass-Media Means” and “Information, Protection of information» and other official documents were included into this book. Collection of materials – photos, the archive materials on the history of the Alley at the beginning of the century for “Martyrs Alley” – the scientific-publicistic, encyclopedic-biographic handbook is coming up to end, the editorial board was formed, as a result of wide-range discussions and exchange of views sample-design work was finished.

The books published in 2003 –“Journalists on Dangerous Assignments” by the International Press Institute and “Handbook for Journalists” by Journalists Without Borders and other bulletins and booklets were distributed among the NGOs, international and local mass-media structures. Besides, the Fund published the book “NATO and the Caucasus Regional Security” in English and Russian languages on the materials of the Conference held jointly with NATO in Baku in 2002. The IEPF’s activity in peacemaking actions, conflictology and protection of human rights was successful, too. From the first day of its activity the IEPF analyzed the conflicts sprang up on national and military basis, the ways of their settling. To gather the true and objective information from the conflict zone and to bring it into the world community attention during the last 10 years the IEPF organized the journalists’, intelligences’ and people diplomats’ visits to the districts. The IEPF published books and photo albums, prepared video materials attracting the Garabagh conflict. The IEPF launched certain projects in this direction. The Fund implemented the projects as “Peace at home, peace in the country, peace in the world”, “Level One Landmine Survey”, “The Landmine Impact Survey”, “NATO and Regional Security”, ”The Community Mine Action Team”, it was the organizer and participator of many international conferences, seminars, round tables.

The IEPF undertakes wide range initiatives to settle, to study the migration problems of refugees/IDPs in Azerbaijan, implements different projects. The staff of the related department of the IEPF makes a lot of visits to so called temporary refugee shelters/fin camps and settlements in Fizuli, Beylagan, Aghjabadi, Imishli, Saatli, Sabirabal and Barde districts, gets acquainted with the problems they faced, holds arrangements with the institutions of the local government structures for solution of existing problems.

The IEPF keeps transparency in its work; the financial operations and the audit of all projects are held according to the European Standards.
